Planning Matters

On behalf of its members, the Society monitors and responds to planning matters and applications that could have a significant effect on the well-being of our community.  Members are encouraged to contact the Chairman, or any other member of the committee, if they have a concern where they believe that an intervention by the Society would be of benefit.

Following consultation with members, the Society corresponds with Planning Authorities, Highways or similar organisations on behalf of the membership, to raise issues of concern or objection and provide insight about the impact on the community of planning proposals.

Winchester District Local Plan

Winchester City Council (WCC) has now confirmed that the assurance they gave in 2019 that the 200 houses to be built at Ravenswood (Knowle) would count towards any future housing requirement is valid for the next Local Plan (2018-2039).  The letter dated 26 May 2022 from WCC provides their explanation click here. Note that WCC has pointed out that the Plan process is far from complete and is still asking our Parish Council to provide them with their views on how an additional 90-100 dwellings could be accommodated (over and above the 200 at Ravenswood), should they be required.  

WCC has also acknowledged in their letter that the information provided in the Strategic Housing and Economic Land Availability Assessment (SHELLA) incorrectly omitted the Settlement Gap designation for a number of them (i.e. the Settlement Gap between Wickham and Welborne defined in the current Local Plan).  This omission is particularly relevant to the proposed Mayles Farm application. 

Welborne Garden Village  

Welborne Garden Village is being delivered by Master Developer Buckland Development Ltd (BDL).  It will be created north of Fareham alongside the M27 – less than 2 miles south of Wickham and immediately alongside Knowle Village.

Fareham Borough Council (FBC) has approved an outline planning application from BDL for up to 6,000 homes and associated infrastructure to be built at Welborne Garden Village.  Now that this has been approved, the next stage will be for the developers to put forward a Strategic Design Code for consideration of what the new community will look like.  To link the BDL website, click:

Welborne Garden Village – Live, Work, Visit

With other community organisations affected by this development, Wickham Society has representation on the Welborne Community Liaison Group. This group meets on a quarterly basis with the Project Director of BDL in order to be kept updated on the plans for Welborne and give feedback about the impact for our communities of their proposals.  Society members are kept updated of these developments at Society meetings or by email.

Wykeham Vale off School Road, Wickham

WCC planning application 18/01282/REM

Croudace Homes Ltd received planningx permission to build 82 houses on a parcel of land known as the Glebe.  As part of the planning permission, a section of the Glebe will come into the Parish ownership, once all the houses in Wykeham Vale have been occupied.  Work started for the development with the reconfiguration of the roundabout at the Shell garage in April 2019.

Bishop’s Gardens, Winchester Road, Wickham
WCC planning application 17/02615/FUL
Bewley Homes received planning permission to build 120 houses off Winchester Road and work started on the site in 2020.  As part of the planning permission, land alongside Mill Lane is being given to Parish to be developed as new sports facilities for the community.

Wickham Parish Survey undertaken in 2019

In 2019, the Parish Council created a steering group to lead on undertaking a survey of residents and visitors of the parish.  Wickham Society had representation on this group.

The report was submitted to the Parish Council in February 2020.  Despite the intervention of the pandemic in the intervening period, a number of the recommendations have been or are in the process of being implemented under the leadership of the Parish Council.
